I leave matters of very minor importance, and easily be arranged afterwards. - Bonds payable to bearer are more readily marketable than Bonds transferable by endorsement; hence my desiring the former -- my offer of terms open for three months, which will enable the Government to obtain a reply by telegraph from the Colonial Office, but, although I name this limit of time, I do not by any means say that, should a longer period be required, I shall not be able to grant it: at the same time I deem it prudent to give a limit now, to which date I shall be bound.
In the event of my offer being accepted, I should deem it a favor if the Government would issue Provisional certificates (pending the preparation of the Bonds) to be exchanged for the Bonds in due course afterwards. It will be obvious that, my offer not being an illiberal one, the sooner I can have the power to place the loan before the public the better.
